Is this a good jazz and rock drum setup?

The cymbal aggregation is certainly adequate, but make sure the tonal qualities are well-varied to give lots of different sounds. I prefer Zildjian rides to most of the Paistes, but it is a matter of personal choice.

The choice of a 16" bass with 10" rack & 14" floor toms is very strange. It would only be applicable in specific small-room applications, maybe recording studios. A 20" bass is usually perfect for jazz, with the 22" better for outdoors rock performances. But the 20" would be versatile enough. When there is enough room and with certain groups I use a double bass set-up with the 20" and the 22". This gives a better variety of sound than a double-pedal.

The snares are all fine for either. For jazz, I use the 8" & 10" rack drums with a 12" floor tom. For rock I use 10" and 12" rack toms with a 14" floor tom. I like to supplement both sets with rack bongos and smaller percussion accessories when there is enough room. An octagon set of toms is great if you can afford to add them to your set up.

The combination of drums partly depends on the instrumentation of the group and how much solo work you will do. As a generality, the bigger drums work better with rock and more-responsive, smaller drums with jazz. A large selection and variety of cymbals is good for either. As usual, the drum set is a very personal instrument, reflecting the personality of the drummer. There is no one collection of drums that is required for any kind of music!
