Are Drum Practice Pads a good idea?
I want to play drums. Are getting Practice Drum pads a good idea? Do they make a lot of noise? Also where can I get them for good quality and cheap price (if they are a good idea). I know how to read music pretty well I have played sax. for about two years now.
Absolutely! Practice pads are great to have. As for noise, that depends on the kind of pad you get and what it's made out of. Regal and Remo make 'tuneable' practice pads that give you the feel of playing on a real drum, but they are prone to be a bit noisy. Not "loud", mind you, but they can drive others crazy having to listen to the tappy-tap-tap of you warming up or practicing. It's still much quieter than playing the real thing though.
There are a slew of different styles, types, and brands of practice pads on the market. Ones made with hard rubber, or neoprene rubber are good, and usually very quiet. But my experience with them has been they don't give you the same feel of playing on an actual drumhead like the tuneable kind of pads do. Check out my sources below for a few links to sites where you can get some more information on what's available with practice pads.
My recommendation would be to go around to your local music stores/drum shops and try out all the various practice pads they have in store. Go to more than 1 or 2 places so you can see what's available in your area. Then pick the one or two that feels and works best for your needs.
I actually have four or five lying around. The two I've had the longest are a pair of the Remo 'tuneable' pads. One large, one small. I'd carry these with me when I was teaching students privately, as well as use them in a Scottish band I played with for a long time. I also have a hard rubber "square" (about 4") pad that fits in the pocket of my kit bag, as well as one of the (I call them "ancient style") types that's a thin piece of rubber glued to a slanted piece of wood on a base that can screw into the top of a cymbal stand (or sit in on a table in front of you).
But when I'm out gigging or just feel like noodling around to kill time while I'm sitting in the "pit" during shows is the Remo Putty Pad! 
This thing is great! (Link below). Looks like Silly Putty (if you're old enough to remember that) and comes in a little plastic canister about the size of a filmstrip roll. Pop it out and knead it in your hands for a few moments to warm it up and then you can mold it into any shape of pad you want. I usually press it flat with my hands, then use a drumstick like a rolling pin to flatten it out better. You can sit it on anything and practice away to your heart's content. SUPER quiet too! Small, compact, you can take it anywhere, and carry it in your pocket if you want to. Only drawback: If you set the "pad" on anything dirty or dusty, it will stick to the putty and get picked up by it. The dirt won't hurt it and it will still 'play' the same, but over time you'll be using a pretty mottly looking ball of putty for your pad. So make sure where ever you set it down is relatively clean first.
