Do I need filter pad for my filter to work correctly?

I have a aquastart 500 which seemed to have everything it needed. The instructions for the filter does not say anything about filter pads. The water in the tank is a bit cloudy but the my testing shows the water is close to perfect. I have done a water change daily for 4 weeks now 15% a day.
Any help would be appreciated.

I believe the Aquastart 500 comes with an undergravel filter. If this is correct, there is no "filter pad." The gravel is the filter medium.

The cloudiness in the water is probably due to a "bacterial bloom," which is typical in new tanks. This is harmless and it normally goes away on its own in a few weeks (or sometimes faster).
