How much should he sue for?

My Brother-in-Law was injured on the job. He was working at a big steel manufacturer in Ohio a few years back when a large Slag Pot Truck's tire blew-up next to him. The force of the explosion and the debris from the tire threw him about 10 feet into a near building knocking him unconscious and causing severe damage to his ear drum, spine, inner thigh, and shattering one ankle. Its been over 2 years and he still needs a walker and attends physical therapy, plus he still takes many medications for pain. I don't have much faith in his lawyer. His lawyer is thinking of offering the company a settlement lower than 2 million. It seems like a very low offer to lead with when my brother-in-law has so many damages, pain, suffering, etc. What should he do?
A few people have mentioned that he should get a 2nd opinion. He's already started the lawsuit and has been with this lawyer for 2 years now. Would that be wise?
